Julie has 29 years’ experience in social care and health (practice, training, management, leadership and consulting) including roles in the UK and Canada.​

​

She is an expert in programmes requiring a strong focus on system alignment, stakeholder partnerships, collaboration, facilitation, and operational delivery.

​​

Julie is a Trustee for Age UK Lancashire and a volunteer at St Mary’s Hospice.

Delivery Experience

Service Change (Lancashire and South Cumbria) 

  • Lead for service re-design programmes across a range of priority areas (mental health, CAMHS, substance misuse, offender health, Individual Patient Funding Complex Cases (IPFCC), ‘Out of Area’ placement contracting)

  • Supporting teams, services and organisations with delivery to re-design pathways, meet national improvement targets, realise financial efficiencies, expand capacity and provide more effective care and treatment.

Logistics Improvement (Warrington Borough Council)

  • Project lead for development of recovery actions for capacity and budgetary pressures in SEND transport provision.

​​

Capital Programmes (Ellis Williams Architects)

  • Client broker for RIBA Stage 2-7 design, development and construction planning for a new build 64 bed Intermediate Care Facility and author of Outline Business Case for a new SEND Community Facility

  • Engagement and public consultation, technical and operational co-design with clinical, practitioner and SME experts, business case production, governance of approval processes, RIBA processes, support to architect design team.

Strategic Planning (Alberta Health Services)

  • Director lead for long-range strategic planning in health care provision working with capital planning, regional provincial programmes, analytics leads and Zone Leads to produce 10 year plus demand, activity and investment plans.

Quality Improvement Work (Warrington Borough Council, Dumfries and Galloway Council, Bradford City Council, Bristol, North Somerset and South Gloucestershire System)

  • Programme lead for a National accelerator site for Urgent Care Response (UCR), Intermediate Care Service Re-design and the Programme Director for the re-launch of the D2A improvement Programme. Project Lead for the review of older people’s day services and the review of children with disability residential care services - delivering recommendations to improve outcomes and meet targets.

Clinical Re-Design (Southport and Ormskirk NHS Trust)

  • Project Lead for improvement plans in gynaecology, paediatrics and sexual health, working with clinical and practitioner leads to produce new operating models.

 

Governance and Assurance (NHS England)

  • Project lead for assurance in CCG merger, CCG compliance, LAMP Covid testing and ICB readiness to operate programmes.

 

Engagement and Organisational Development

  • Training Needs Analysis, staff engagement, engagement with carers, facilitator for ICP development sessions.

  • BA, MA, Applied Social Sciences and Diploma in Social Work.
